If you wish to allow anonymous access to your telephony service you must check the "Allow Anonymous Access" check box. There are 2 logical path ways they are allowed to connect with. If you have no user database (in this case everyone is considered anonymous) or if someone connects and they have no entry in the user database. In both cases proper netiquette suggests they give their email address in the password (a la anonymous FTP connection). If you have enabled anonymous connections they will follow the anonymous rules tables that you have assigned.
