Fixed some bugs in modem detection. If the user allowed internet updating of files and new modem files were found, they were not being properly updated.

Improved modem detection. During detection it attemps to determine driver versions and has a capability of upgrading the modem driver (with user permissions).
Fixed a small bug regarding digital speakerphone modems. It stops a harmless memory access violation when Phone Server is closing.

Removed "send modem info" during detection phase. It's useless because I was asking questions about behavior BEFORE the modem was actually tried.
Added the "send modem info" to the help menu where it makes more sense.
Fixed a bug where Phone Server could use the wrong modem when more than one identical modems are installed.
Removed the very annoying automation of opening help files while in Wizard mode. Just too confusing.

Fixed a small bug in changing sound cards.
Changed buffering for conexant modems. I found that 2 second transmit delay.
Added a messagebox popup during modem detection if no modems were available or none selected.
Fixed a small bug in the dial-in voice mail code. If there were no messages you were sent into a menu dead-end.
Shrank the default packet size to reduce network delay. A larger frame size was needed before to smooth out the compression but I switched to GSM and so a smaller frame is fine.
Changed the default version check to once every 2 weeks.

Discovered that some PCTel modems immediately signal a disconnect when they connect (probably a bug in the device driver) so I had to change the disconnect logic to handle this
